Well...yes, but we would need to emphasize what makes a person "not" intellect, or inane. Does remaining silent and speaking only when spoken to count as abilities to come across wise? What judgment does a person hold to declare someone else in a large group as "incompetent"? There needs to be a line somewhere which would indicate the lifestyles of that large group of people, the places they come from, the characteristics they possess, and ultimately, the lack of intellect which would make someone appear as inane or lacking sense.

On a flip side, this would be a rather depressing sign to read on the back of a public transport like Greyhound (especially during rush hours).
